I would say it's a matter of the country(ies) she identifies with. Speaking Czech and living in Czech Republic suggests to me she identifies more as Czech but I could be wrong.

It would have to be origin of birth if a person was born in Germany that person is a citizen of that country.If it's child was born in the U.S.A. then the US consider that child to be a US Citizen.

You can become a citizen of a country by naturlization, not just from where you were born. Martina Hingis is Czech-born but she is a Swiss citizen. By your rationale, Emma Watson should be French...

The Rules of WikiFeet are simple, the place of birth is the Nationality.
even if that she doesn't consider it her nationality and even if the country does not consider her a citizen.
