I trust women's self reported heights sometimes less than self reported shoe size. However I agree that if she is truly that tall without any heels on (big "if") then size 7 would be unlikely but not impossible. Could also be anything ABOVE that without further evidence. No idea how original size determined and so I don't think there's evidence enough to change it to anything else at this time.
