Yep... Stuff like this really makes me crazy. Photographers or the post-production are always cutting the feet out of the frame or having no focus on them at all to the point they become just a blurry mess, but it is what it is. We're lucky they even realease these unoptimal feet photos instead of taking them again without the feet on frame at all.

Few things come to mind. One is sometimes an impromptu moment comes up ultra fast and the snap is unplanned, framing/light everything BAD. This shot there is all sorts of room above her head so it's not that the focal length is too tight or photographer too close, but the instead the pic was taken in a hurry, and likely a cell phone pic. As for focus issues, cameras now are often set to automatically focus on faces or eyes, and unless one purposely deselects that (pain to keep doing that or flip flopping from one to the other), the result often is that feet that are considerably closer (or farther, as in "the pose") get a softer focus, or actually quite blurry. Anyway this is worse with casual (non-pro) photographers but happens too with pro photographers whose priorities do not include nailing tack sharp focus on the feet.

Crazy part is it's such a bad amateur composition in this photo, head in the middle of the frame... who takes photos like this??? Reminds me of amateur uncle photos from vacation, heads in the middle, cut off legs :D
