Considering the fact that the "add gallery to the ignore list" is a completely useless feature that doesn't prevent an account from seeing an ignored gallery, setting a one star rating is the one sure way to avoid unpleasant encounters with such galleries. So I've reserved my 1 star rating specifically for this type of galleries, and the lowest rank I give to any other gallery is 2 stars. I hope this explains it.
